Description of Work

The Mission of the Department of Public Instruction:
The North Carolina Department of Public Instruction (NCDPI) is charged with implementing the state's public school laws for pre-kindergarten through 12th grade public schools at the direction of the State Superintendent of Public Instruction and State Board of Education.

The North Carolina Department of Public Instruction is seeking applicants for a Program Analyst I (Working Title: Human Capital Consultant) for our Office of Educator Preparation, Licensure, and Performance.
The Office of Educator Preparation, Licensure, and Performance is responsible for providing information and oversight on all aspects of educators’ professional life. This office is charged with creating policy, process, and reporting related to the recruitment, preparation, licensure, employment, performance, and the benefits related to employment in North Carolina’s public schools. The Office of Educator Preparation, Licensure, and Performance also is required to report annually on various aspects of educators' progress through each stage of the human capital continuum (e.g., attrition from the profession, mobility across schools in the state, progress toward full licensure, performance in the educator role, etc.)

The Human Capital Consultant (HCC) manages many projects related to educator preparation, licensure, employment, and performance. The HCC works to ensure that all policies, processes, and reporting from the three major streams of work (Preparation, Licensure, and Performance) are aligned to create a cohesive and cogent human capital system for educators. The consultant will also be responsible for ensuring that all projects of the office are planned, documented, and executed in a timely and efficient manner.
The Office of Educator Preparation, Licensure, and Performance has a number of reports required by the General Assembly (e.g., the Educator Preparation Report and the State of the Teaching Profession Report) as well as ad hoc requests from the General Assembly. Also, this office ensures critical information is sent to the field promptly. The annual reporting of student growth data (EVAAS) to teachers, schools, and districts, the determination of teachers who are eligible to receive bonuses related to the student growth data, and the impact of those bonuses on teacher retention are all under the direction of the Office of Educator Preparation, Licensure, and Performance. Additionally, this office manages the evaluation process for the State’s 100,000 licensed educators. The work of this office is essential to ensuring that all these processes are completed on an annual basis to facilitate the smooth, continuous operation of the State’s public schools.
The HCC will work with the leadership team to identify each office project and document the steps required to complete the task. This information will assist the HCC in developing the project charter – the activities that must be performed, in the proper order, and in a timely manner to meet the project goals and deadlines. The HCC will then align those steps with the project deadline and, in consultation with leadership, will assign activities to staff members as appropriate. The HCC will then track each step's progress and report to the leadership team on each activity's status and how any delay in its completion may affect the project deadline. Examples of project activities may include the creation of data collection templates, communication to the field on the deadlines for data reporting, cleaning and analyzing the collected data, creation of charts, graphs, and data visualizations for presenting information to the State Board of Education or General Assembly, submitting contracts for procurement approvals, etc. Each project that our office engages in has many steps that require the work of many different staff members. The HCC will be charged with understanding which staff members have which activities in the project. The HCC will also be responsible for communicating to the leadership team any impediments to completion so that leadership may address those issues.
The reports generated by this office to the State Board of Education and/or the General Assembly often have impact on policy related to public schools and internal NCDPI processes. Failure to produce these reports promptly may cause delays in policies or statutes that help ensure the efficient operation of North Carolina’s public schools. Also, failure to meet project deadlines can result in a loss of credibility in this office's work.

  • Demonstrated experience working with statutes and policies of the NC State Board of Education regarding educator preparation, licensure, and/or performance evaluations.
  • Demonstrated experience utilizing the principles and/or practices of public and/or business administration.
  • Demonstrated experience managing large and/or complex projects.
  • Demonstrated experience coordinating working arrangements with various stakeholders.
Management Preferences:
  • Demonstrated experience managing employees and/or evaluating their work.
  • Demonstrated experience establishing and/or maintaining working relationships with various stakeholders.
  • Demonstrated experience following laws and/or policies of the North Carolina Public Schools System.

Minimum Education and Experience Requirements

Some state job postings say you can qualify by an “equivalent combination of education and experience.” If that language appears below, then you may qualify through EITHER years of education OR years of directly related experience, OR a combination of both. Bachelor’s degree from an appropriately accredited institution and three (3) years progressively responsible experience related to the area of assignment; or an equivalent combination of training and experience.
